Kabuga Is Dead, but the Chain That Shielded Him Must Not Escape Justice

[New Times] Félicien Kabuga's death in custody in The Hague last week closes one chapter in the long and painful pursuit of justice for the 1994 Genocide against the Tutsi. But it does not close the case, especially for survivors.
